I am doing some business analysis research on the recruiting process, specifically time to hire. Where would I be able to find some information how the metrics are reached, some possible process examples, and in general how to help streamline the entire process.

Time to hire, a good metric, varies significantly based on:

1. Industry
2. level of hire
3. Business site location
4. Specific skill set
etc.

I would start with:
a. process mapping your existiing process and determining how long each phase takes and why.
b. Measuring your historical time to fill for each level of position.

After all how can you improve a metric if you don't know the baseline??
