I have been asked to research the availability of software in the Manpower/Workforce Planning and Forecasting area. I am finding that there is not a lot out there. Any suggestions.

There are a lot of vendors who specialize in forecasting & scheduling software. What type of business are you looking to do this for? Most of them specialize in call-center businesses, but there are vendors out there who deal with other types of businesses as well.

Take care what kind of functionality you want. PSA (professionel service automation)supports you in managing your projects. One of the best there is is called PMoffice. However is you want to roster en plan your workforce it is very limited for that purpose.
You have specialized products just for planing and rostering, for instance SPExpert (original German, now EMEA) or if you have ERP in house look for the functionality in Projects. For instance PeopleSoft 8.8 will provide you met excellent functionality

If your planning efforts include surveying employees and incorporating their feedback you might want to check out an online survey tool such as www.zoomerang.com. It is easy to use (no training!) and a great way to get feedback fast.

What I understand is you need a software in the Manpower / Workforce Planning and Forecasting area with you a single source to view all work place and employee information- such as drivers to labor costs, allocation of skilled workers, and scheduling discrepancies.
It should reduce a significant amount of time that you and your employees spend, trying to understand the current status of all HR and admin processes .
The software should offer your employees value added services, such as shift trading, on line vacation planning, reducing their admin burden, enabling them to focus and deliver better on those issues that are important to you and your customers
The software should provide you with the analytical and reporting tools that you require to make sound decisions to manage and support your work force. Enhance your employees satisfaction on the job, by scheduling shifts efficiently and yet taking care of their urgent needs.

The whole stream of answers on this topic are a good example of the fact that the terms "workforce planning and forcasting" do not mean the same thing to everyone. There are a number of tools out there that claim to do workforce planning and forcasting, but they do quite different things.

For example, there are a number of workforce planning tools that are specific to call centers. Call centers are a nice place to apply software tools because they can be mathematically modeled with simple queing theory. These models are based on determining how many agents you need to guarantee a required response time given an expected call arrival rate. These are great for call centers, but are inappropriate for other types of workforce planning applications.

At the other extreme you could consider the Business Planning and Simulation (BPS)product that SAP includes in their Strategic Enterprise Management suite. SAP/BPS is actually based on a third party product called Powersim. Powersim is a general purpose business process simulation tool. It is based on generalized mathematical simulation of systems involving feedback loops. It can be used to develop revenue and sales forecasts as well as workforce/headcount forecasts.

Note the difference between these two extremes. One will do an excellent job in a fairly small, narrowly-focused domain. But it only works in that small domain. The other applies to a very large, general, broad domain but would probably not be as detailed and accurate in the narrowly focused domain of call centers.

There are numerous other systems I could mention, but the basic message is this: Before you start searching for a workforce planning and forcasting tool, be SURE you know what YOU mean by the term "workforce planning and forcasting." Only after you have defined your detailed workforce planning and forecasting needs should you begin to look for a tool to support them.
