I work for a state government that is looking to purchase and implement a cross-functional system to support Finance, payroll, HR, recruitment, etc. The final two selections are Peoplesoft and ADP. I'm just getting brought into this project, which has previously had more focus on the finance/payroll aspects than on HR Has anyone looked at a comparison of these two options? Any thoughts you can share?

It is possible that ADP in the USA has obtained a new product since the time I was consulting there. In that time they provided an "old"version of PeopleSoft with some modifications.
Always keep in mind that PeopleSoft is a so-called ERP system. This means that various types of functionality are connected between the modules, for instance Finance and HR.
At this time from an HR point of view I consider PeopleSoft as the most forwarded system on functionality ( about 19.000 records)and one of the best on technology. It is very easy to modify it to your needs. This is of course also a pitfall, because you will have to manage these modifications. Still a weak point of PSFT is the reporting tool. I would advise to implement Cognos while you are implementing PeopleSoft.
At my company we are working with PeopleSoft FInancials, Enterprise Performance Management and HR. Just finished 5 PeopelSoft projects last year, including implementing PeopleSoft payroll interface with an external payroll provider. Before that I did a SAP HR implementation at the Duth ministry of Transport

PeopleSoft is going to be dead in a year. ADP lacks functionality. Poor final two choices!

I think Scott952 or whatever his name is is a little confused, or beter yet maybe I am. If PeopleSoft/Oracle (FUSION) is going to die in the next 2 years who will be the frontrunner in you mind (SAP)? You got to be kidding me. Where SAP is stronger in some Modules(non hr/Payroll/Benefits) they are years behind PeopleSoft/Oracle.
Cannot wait to hear you reply. Did PeopleSoft just fire you or something because you reply is so infomrative.

I'm confused because of the difference in your headline "PeopleSoft and SAP" and in the text you refer to PeopleSoft and ADP.
If you can clarify, that would be a big help.
As to your question, I've been a functional implementer of Oracle's HRMS for 7+ years. I work for an Oracle Partner, not Oracle Corp. There is no comparison between PS and ADP. As an ERP, the integrated functionality is key to the future. I'm currently implementing for a county government in FL and it will take them from the dark ages with their 20 yr old legacy system into the future.
As far as the Oracle/PS move to FUSION, I haven't had time to study it but from what I hear, it will be a melding of the best of both systems.
ADP is a Payroll and Accounting company who has built an HRIS module. I'm not saying it doesn't work but looking to the future, I'd side with PS.

Scout is absolutely correct in his assessment. Why would anyone invest in Peoplesoft today, knowing they will have to purchase Fusion in 2 years? And by the way, he is a pretty reputable consultant, not a scorned Psoft employee...do some research and you to coule have found that out.
