Oracle recently announced they are not killing the JD Edwards EnterpriseOne product line after they realized it has growth opportunity and a large customer base. The HR modules are well integrated with financials and the other products, but it also has a comprehensive set of very configurable HR features. PeopleSoft has more capable talent management and business intelligence, but those features seem to be a bit more than most companies want or need. I'd suggest taking a look, the whole suite is targeted for the small and medium market.

I have top-notch IT professionals in my business unit who feel they are "children of a lesser God" because they are non-billable resources and do not get plum postings abroad, nor the glamour that goes with them.
