We have a policy about second shift that says : second shift is defined by employees who clock in to start their shift at 12:00 pm or later xxx.

We are making revisions to policies including that subject. Question is, should be keep noon as the differentiator for the second vs first shift? Or would it make more sense to use an earlier time (say 10:00 am) OR a %of time spent during standard hours? We want flexibility (esp. in production) but setting a specific time to start shift 2 may defeat that purpose. On the other hand, not setting a specific time may also be counter-productive.

Can anyone share their thoughts on this? I work in a manufacturing co.

We have an Evening and a Night shifts. Not unlike you 2nd shift, they start a set times.
But because ee's can start before, we have are T&A setup to pay shifts based on Majority or hours. Let say with your example an ee works 10am-8pm, with majority of hours worked in the 2nd shift all there time would be paid at the 2nd shift. Another example would be an ee works 7am-3pm, this ee wouldn'
t get 2nd shift pay.

First, define rules for the first shift (minimum and maximum start & end time and number of hours).
Second, do you have to pay compensation ($ premium or bank time) for second shift?
Third, is second shift opened for all jobs position as a general rule or restrict to specific jobs?
Four, How do you capture hours worked, does the employees swipes in/out?

As a general manner, work shifts should be defined with rigid time (like you currently have with the 12pm rule). Gaining flexibility could give you headaches at employees scheduling time. If the employees swipes In & Out, you'll have problem with the "grace periods" if you do not set rigid rules.

We are a manufacturing company with three shifts that vary start/stop times by department. Generally they run 7a-3p, 3p-11p, and 11p-7a, but each plant can vary that depending on their needs (longer changeovers, etc.) You need to consider if you are going to pay a shift differential and how your time & attendance system can handle it before changing your existing policies.
