I joined a company that was using successfactors for performance reviews, cascading goals (limited) and 360 feedback surveys for Execs.
I've been very disappointed by the capability and usability of their product. While I have probably the most basic level of their product (I get a lot of, "yes, we can do that, but it's in the enterprise version."), I would still expect it to calculate ratings accurately, and to allow me to edit templates, etc.
There have to be other products out there that are web-based, friendly UI at a reasonable cost (we're a Company of less than 200, so our budget is not robust for this sort of application).

We have been using Halogen for appraisals, goal planning and professional development plans -- now through 2 cycles. Just added eLMS, which is their version of Learning Management (WOW -- now this is a beaut!). Soon will start on eSuccession, which is an application used to sort, track and plan to develop internal firm talent. The KEY: although you might want to really implement ALL the applications, introduce change slowly. Excellent product/results. Over-the-top technical support.
