I'd like some information on current practices for paying employees to attend training seminars after their normal work hours. We have been allowing employees to leave work early in order to attend training seminars, to avoid working overtime hours. What is the norm?

Instead of looking at the norm, you should be measuring the benefit to your organization. Employees who are driven to attend seminars are usually those who want to excel in their work. You give to them, and they give you more back. We don't pay them overtime if they choose to attend a seminar after hours, but we certainly do pay for the seminar. Weigh it out - encourage those who want to further themselves.
