If you are looking for actual software that will allow you to put together CBT, which can be administered in HTML (web based format) one of he best I've seen is TrainerSoft. It is much easier to use than Macromedia's software, which requires practically learning a whole other language.

You can get a free 30 day trial at
http://www.trainersoft.com.

Good luck!

I would recommend using Flash or something similar (Swish is a less powerful, but more user friendly tool which creates Flash files). To engage the user, you have to be dynamic and Flash allows you to do this. It also allows you to be creative, rather than locked into a structure. In addition, the file sizes are small and everyone has a Flash player. I've created three 1-hour courses with Swish and they have received rave reviews so far.

My team (corporate and technical training) is currently using Trainersoft Studio and SoftSim, which we purchased last October. Trainersoft is very intuitive, and SoftSim is an application simulation tool that also builds some content. Neither of them require any e-learning development experience. Both Trainersoft and SoftSim are owned by Outstart. I would definitely suggest looking into these two.

Asking others what software they use and would recommend is a good idea. Some other information you need obtain is:
What OS Platform does your server run on and is this compatible with the software we are considering?
What type of database is required and is this included in the cost or is this an added expense?
What numbers of participants are going to use the program at any one time?
What is the skill level of those expected to develop courses using this software?
Is this synchronous learning or asynchronous learning or both?
What type of reports on learners will be available and how easy are they use?
Is tracking of individual learners needed at all phases of training or just during testing?
What are the total costs of the software purchase? (Installation, maintenance, upgrade costs, database integration, user support, etc)

It is my opinion and many others that Moodle www.moodle.org an open source Learning Management System (LMS)provides the feature set most of us need. Since it is free it will help your Return on Investment and the installation is painless. I have been involved in online learning sine 1996 and spent a lot of money on proprietary systems. There are many problems you will come across. For example: customization of features - unless you want to spend a lot or wait until the next version comes out and hope your suggestion has been included you are out of luck.
Upgrade costs - Upgrades not only involve the software program itself but often involve the database as well. This will add a great deal to your total cost of ownership. Some of the proprietary systems require a complicated and expensive installation that requires specialists to come to your site (at your expense) to set up the program.
As you can see this is a complicated question and you need to get objective advice from someone who knows their stuff to avoid a costly mistake.

Yours,

Bob Hayes

My company created and uses ExxTend Learning(TM). I authored many courses using this product. Creating a basic course is very easy - point and click to upload a graphic (clip art, photo, animation, etc.) or audio file and copy and paste or type to enter the text for the content and tests. If you know HTML or Javascript you can create games and learning activities. For more inforamtion, e-mail me. Jennifer - OverNite Software.

I'd like to second what's been said here. We're currently using Moodle and it's both excellent and free (runs in PHP with a MySQL backend, but it can use other databases for backends). We use Moodle's quiz feature, mostly, and host eLearning designed in Flash (though you can just use documents and pictures if you prefer.

We're looking to get more of our trainers producing eLearning, and so we've been looking at TrainerSoft. The biggest downside is that it adds 4 megabytes to the size of your eLearning solution.

But it dramatically reduces the skill needed to produce robuts and well-tracked eLearning. Price is a bit under $3000 per content creator. No limits on the number of people who can use the software.

We're likely to still do some of our testing in Moodle, though, since it means less traffic on the network if each user doesn't have to download a 4MB+ test.
