For one company, I constructed the annual strategic plan in MS Excel. The main sheet had columns for item number, the strategic need that it linked to, the audience, department, course name, participant numbers, total cost, cost per budget period, competency, approach, rationale/impact, notes, status, etc. There were other columns with formulas for calculating more detailed costs. This sheet was not for presentations, but for project managing the plan.

On another sheet, I had pivot tables and charts summarizing various aspects of the plan. On another sheet, I had a Gantt chart showing delivery time frames for the major programs.

I tailored this worksheet to record, tabulate and report on the specific information we needed for this company. I suspect that you will need to do the same. I hope this helps.
