I agree with gsebree as an initial approach to this issue. The values are the glue that holds the organisation and its people accountable. Approached in this way will ensure the values are owned by everyone there.

I have read that NLP is effective because it adds a deeper understanding of not only what a person deems ethical, but why and how you can relate your ethics to theirs. Worth checking into.
