30 years working on it, doctorate to understand it, millions and millions misspent and the corporate world just doesn't get.........
I guess we have our challenge. Wait... here is one solution.
Do away with the benefit on a go forward basis and see if anyone misses it, resigns, or will not come to work for the companies.
Maybe employers really should not be in the basic education business anyway (undergraduate and graduate degrees). This is an employee responsibility not an employee entitlement.
Since we cannot easily measure the return on the investment it is possible it is not a good deal for the employer.
