We are in the process of implementing Covey LMS. We are a year into the program thus far it has been a huge success and at times a lot of work. However, it has really helped the organization reach it's goals and holding people accountable.

I would suggest JoomlaLMS as e-learning solution. Our schoool has been using it for 5 months already and we are pretty happy with the solution Cool. There are a lot of useful tools for the creation of effective course content. You can check their site for the information:  http://www.joomlalms.com

I would recommend Cornerstone on Demand. It a great LMS system that can also be utilized for performance management. I have utilized this system for several years, they have amazing customer service, elearning, adding your own training videos and elearning materials. It's has great reporting analytics, etc. you should definately check it out.
