Maybe someday when people are more used to technology, so far the research on these formats suggests that only a tiny fraction of users generate the bulk of the input.
What has increased engagement is some kind of reward system like points. That, and making sure it is a positive, relevent experience. In other words, it's just like any other learning format.

I don't nercessarily disagree with deltac but I think you must look at the company. Is it, for example, a company that uses and embraces technology, either as its industry or its culture? Is the company adept at using technology in all operations? Are the employees comfortable and accepting of technology? In those instances where yes is the answer I think the platform you suggest would work just fine.

HRPro,
I was actually thinking hospitality industry to reduce high management trainee turnover. Maybe an online network would give young management recruits a sense of guidance or provide mentoring (at low cost)? Any ideas?

Again I would ask myself the questions I shared previously. If the answer is yes then you could easily use social media to accomplish what you are seeking. Perhaps something as simple as creating a LinkedIn group for your managers that is restricted to them only.

Try it, all I am saying is that not everyone engages. This is true for most Web based courses, community bulletin boards, webinars, etc.

Well..social media is the tool, but I think HR has it wrong. The tool only helps people connect, but you have to let them connect with THEIR peers. 70% of learning is done through networking for answers around you...others who would know the answer or how to get it. If they got their answers for those around them; the workplace, outside, friends, etc., I am positive they would use the tool.
So, HR, open up the boundaries, allow yoor folks to network OUTSIDE the workplace environment WHILE they are on the job.
Help them create the community, see what they get as answers, and you might be VERY surprised at the results.

Interesting perspectives.
I have a couple of issues with this. First, I would worry about the prospect of creating a tool to be used for union organizing activities. An open format such as an in-house social networking tool can be used for all sorts of applications, not just what the company is thinking about - like the in-house training component. You might also get mundane things going on like girl scout cookie sales, recipe exchanges, jokes, perhaps even inappropriate material.
All that exposure and less work too.
Same with the idea that the workplace should support outside social networking. Statistics already suggest that we only get around 6 hours of productivity from an 8 hours day. These ideas will make that even worse, in my opinion.
