Agencies have always had the authority to administer their own training programs -- the law, funding authority, and related federal requirements. This document serves as a single reference to legal information impacting employee training. I am also in the process of developing  training strategy for my organisation, i would therefore be obliged if i could be given a model of  a training policy.
