I don't understand your question? Why would development be different for non-exempts?

First figure out why you want to develop them - retention, workforce flexibility, change readiness, etc. How does this fit with your strategic plan?

Then figure out what they need or want - leadership skills, computer skills, communication skills, etc. How does this fit with your strategic plan?

Then figure a way to give it to them - mentoring, networking, classroom learning, tuition reimbursement, etc. What investments are you willing to make? What expectations are you willing to follow-up on? What are your expectations? How does this fit with your strategic plan?

Lather, rinse, repeat.
