In my org. the Managment has decided to cap the number of promotions allowed in each grade by making a POLICY that for a given number of staff under the supervision of any Dept. Head, only 10% will be

To mphil7: I won't give you any specific names of companies that do this, but I will say that it is EXTREMELY (as opposed to another poster's "very") common. I've worked in HR for a total of 11 companies, and consulted with another 50 more, and they ALL do this. Also, government employers do it as well. If you want specific company names, just pick any company that has at least 500 employees (smaller companies do it too, but slightly less frequently). If you want to talk to these companies about it, you should know ahead of time that they probably won't want to discuss the process with you - while not "top secret" it's not something they want their employees exposed to any more than absolutely necessary. The best people to talk to about this would be senior-level finance people as they're usually the ones who control the process.
