How to communicate tactfully

Hi there,
I hv an issue here and hoping to get some advise on how to handle it tactfully.

A dispatch staff who had joined us for 20 years, met an accident on April 2002 and fractured his leg. Hv consulted doctor and is advised that he only can resume work sometimes in Oct 2002. He has fully utilised his vacation and sick leave during this absent period. And if he continues to be our staff till Oct, he will be on unpaid sick leave.

However, by looking at the morale side, the co is not comfortable on the unpaid leave. Based on his loyalty, the co is willing to give him a lump sum of money as a token provided that he resigns voluntarily. This is also in line with our intention to shut down the dispatch dept.

Need your advise on how to communicate this to the dispatch. We do not wish him to think that the mgt is forcing him to resign due to his illness. But rather that the co is concern about his health.
