I'm working with an employer to update their handbook and there is some debate over the solicitation policy. The standard policy is in place (approval needed, non-work hours), but enforcement is not always consistent. One area of management wishes to continue supporting the sale of candy and cookies for worker's children, and to solicit pledges for charitable walks and fundraisers, etc., in an effort to be compassionate and supportive of the workforce. There is not a lot of concern that this is done at all hours, and using e-mail in some case. Postings of notices of events are restricted to one area.
Can someone help me present an argument that while this is a "nice" thing, it should be done within the confines of a solication policy?
