We are looking for a better performance appraisal system. Does anyone have one that works really well across the scope of different employees, from administrative to management?

Are you looking at appraisal forms or an appraisal system as a whole?. Because the appraisal system would have to be designed keeping in mind the requirements of the company. Most of the appraisal systems would be similar to each other but for some tailor made incorporations. If you could be specific, it would help in posting an appropriate reply.
