One of the things we as HR professionals have to understand is that when a person does not receive a reply to their resume it sends a message to them that they dont have the "stuff" that we are looking for. This can be upsetting to people. However, unsolicited or even solicited resumes can not be answered to. The 4 replies that the person who originally started the discussion got back (i would suggest) were from HR offices that are probably not all that busy.

A few years back when we decided that replying to all resumes that were submitted to our organization was just not practical anymore, our managers were not happy. We inserted a statement into our postings that read- "We thank you for your interest, however, only those selected for further consideration will be contacted". This statement goes on all of our advertisements and it certainly has cut down on the calls and e mails.

I stumbled across this topic today and I had to tell you that I appreciate HRs worrying about when it is needful or appropriate to respond to candidates who fail.

Where I live (outside the US) many HRs never bother to answer candidates even in the last stages of the selection process. Last year I was called in for 3 interviews with a company, a three hour testing session (IQ and personality) and then told that as a final test I must submit a draft internal comm strategy and a press release. I did so, and never heard from them again...

One other occurrence is with a recruiting firm, recruiting for a senior communication position. I passed the interviews, met with the company HR, passed their competence test... and never heard from them again. I have a friend within the recruitment agency, and she told me off the record that the client has put the freeze on hiring, but the agency never got back to me to let me know anything officially, and the still advertise the position on their website, more than 4 months after I last heard from them.
Though not an HR professional, I've been on the recruiting end myself, having received as many as 200 CVs for one junior position and we never ever failed to confirm receipt of the CV, and inform people that only selected candidates will be notified. And we never failed to contact EVERYBODY that did anything beyond sending their CV (interview, writing samples, anything).

I think it's common courtesy, and I congratulate all of you for thinking what it feels like to be a candidate, to have your skills analyzed and maybe found wanting, or to have other choices and hold out in hope of information from one other position.

I wish HRs back here were at least that considerate.
