Is it legal to compensate someone from another company for a sales lead referal?
If so, what are the limits?

Here is a for instance...
A wireless repeater company receives leads from a wireless phone reseller. Could the repeater company compensate the individual who referred business? Or is this not an ethical situation? The wireless phone reseller companies Sales Manager has informed his sales people to refer all possible repeater business to this company and now the sales manager would like to be compensated for it.
