Maybe it's more accurate to say that the managers of these employees got in the habit of being too permissive! The managers need counseling about applying company policy!

If you have a situation where a new manager is taking over for someone who was permissive, then the new manager is in the (uncomfortable) position of reminding his/her staff about what the company scheduling/attendance is, and that his/her expectations are that staff will comply with policy.

If, by starting and ending their workday later than the standard shift, the employees are not available when their customers expect them to be, then the impact on customer service should be pointed out.

When you refer to "senior" employees, is that by seniority or do you mean "senior managment staff"? It makes a lot of difference as to what responses you might get to your post.

It can also vary by office culture. In one office, it was acceptable for higher level managers to come in around 10 (the office opened at 9) if they had a late night, or knew there was going to be an evening event to attend.

However, that just will not fly in other office cultures. My theory is that everyone is answerable to someone. What do the supervisors of these employees think about it? Are these managers setting a bad example for their subordinates?

If all else fails, their is probably an office handbook that spells out what time work begins and outlines the terms of not being there on time.

All employees ahould adhere to company policy. But we should also take into consideration that sometimes the senior management staff spends some time in the office discussing strategies with other functional heads. Therefore, it is alright if they join late once in a while.

Even I have the same problem. I enter the office at 11 am where the stipulated time is 9.30. I dont know how to avoid this habit. It is true I spend more time in cleanliness and hygiene. But I need to avoid this. Any suggestions.

I agree it depends on your culture. We have a business that is deadline driven, so one week you are putting in 60+ then another week it's the normal 40. So staff knows that everyone puts in their time. However, Management is a different situation. We have to lead by example. So if staff sees that the manager consistently comes in late, there is a perception.

What you're describing is an informal "flex-time" arrangement. There seems to be a prevailing sense in this thread that because these are "senior" employees, it's OK that they have implemented their own policy. A better question to ask is "does this practice improve or detract from organizational performance?" If it has a negative effect on productivity, stop it. If it has a positive or neutral effect, maybe it's time to look at changing the policy so that it's legitimate and more employees (senior or not) are able to adapt their hours to balance work/life responsibilities. This could be a blessing in disguise.
