What help is out there for employees being harassed and intimidated by another employee when HR is not wanting to get involved?

Two sources of assistance come to mind: labor unions and attorneys. Such a pleasant thought, don't you think? Another option, of course, is gainful employment with a firm that has a functional HR department.
