Division at work

I don't know if any of you have encountered your office having been forced to divide itself. See, we have a Unit Head with a total staff complement of about 8 people. We have our Unit Head reporting to an Operations Manager. Recently, our Operations Manager has been interfering with work of our Unit, to the point of directly going to the staff without consulting first with the Unit Head. There's division now going on within our unit because there are some staff supportive of the efforts of the Unit Head; while there are some supportive of the Manager.

What would you do in situations like this? How can you bring back the team together working as one?

Would surely appreciate thoughts and suggestions.

The manager seems not to know how to manage staff. The direct report of of manager is Unit Head, not staff at all.

Unit Manager should express his concerns openly to Manager and find the way of working together effectively.

Some times these divisions work very well only if they have the good communication between them these things effect the working operations of the units.
