I've read about HR people who handle employee relations. What does that encompass exactly?

I work in Employee Relations.

In my company (large health care system) ER Consultants interpret policies, coach managers, advise employees and management on issues concerning them, train groups on various subjects (policies, sexual harassment, workplace violence prevention, etc.), coordinate our internal problem solving complaint process, answer outside charges (EEOC, etc), maintain positive labor relations, conduct investigations into complaints of try to maintian a balance between the needs of the employee with the needs of the manager and the needs of the organization.

In smaller organizations, these functions are often done by HR managers or HR generalists, but with 10,000+ employees, we are large enough to allow specialization in this area.

Employee Relations, whether it's "done" by a specialist or a generalist, is always an HR function.

I have a question for you...how are you tracking these cases to ensure consistency in your approach across the organization? I am looking into case management databases, and I am curious about your experience.

HR doesn't belong in employee relations. HR should TEACH management how to address issues but employee relations belongs to management.

When HR gets involved in employee relations they more often than not set themselves above management. Given that the average "Employee relations Specialist" has less experience than the average manager this is a disaster waiting to happen. HR suffers credibility issues and the organization suffers from poor expertise.

HR needs to get out of the ER business and into the developing managers business.

I purely disagree with your point. HR is the one who recruits people in the company and brings awareness about the company policies in the company. In such case the team who interacts with employees should be attached to HR department. HR Department is a wide role to play in the company. There is a seperate department called Training & Development / Learning & Development who teaches Management practices or Management theories to all employees in the company. This could be even for employee personality development. So there is a wider scope for HR Department in any company which performs Recruitment, ER, Training & Development. Each department has got its own functions/role to play. This is my personal experience as I worked in a ER & Recruitment role for about 6 years.
