They would have more value to me if they actually worked in HR instead of just wrote about it.
Some of their points are good and some are interesting. Neither has any hands on experience in HR making them both the epitome of "those who can do, those who cannot teach."
Unfortunate.

Dr. Sullivan's perception that HR failed HP because it did't provide ethics hotlines, etc. indicates a significant misunderstanding of how business ethics program usually operate.
To be effective, effective business ethics emanates not from the HR Department, but from the moral leadership of the BOD, the C-suite, and the executives. Businesses that have integrated ethics into their stragetic plans, have coherent ethical corporate strategies and plans for responsiveness, usually also have corporate codes, effective training programs, and sanctions for offenders.
The failure at HP was at the top of the corporation, and all the HR intervention in the world wouldn't have made much difference. What would have been the fate of whistleblowers in that environment? The witch hunt was in full bloom, making it unlikely that anyone would step forward.
ALthough Dr. Sullivan remembers the hippie roots of HP (as I do), it's now 2006, the flowers have wilted, and a new crew fills the emerging leaders role. Should HR have done SOMETHING?
I think the question is, if HR had tried, what would have been the response in that climate and with those leaders.
