My company doesn't have an official Flex schedule policy which means some departments are able to have a flex schedule whereas other departments do not like my department (HR). What is the best way to

How do you propose the OP does this? Will a "remote" HR office answer these types of questions over the phone to another, possibly competing company's HR department? I'd think many would keep this sort of information, including things like PTO accrual, close to the vest. Or are you proposing the OP pose as a potential employee asking benefits questions?

A book with case studies or a report from one of the larger consultancies may, or may not, be the better way to go.

I'm still wondering about the concept of calling other HR departments for information on flextime implementations. How reasonable or unreasonable is it to expect this to work?

If Employee Handbooks are considered confidential, as I believe they are in large private companies, I don't know how open HR would be to someone they might consider a competitor. Unless benefits aren't considered by an organization to be a competitive advantage...

Other companies HR department may consider offering flex work schedules as a less costly benefit, yet can reduce absenteeism and on the job family distractions while keeping productivity constant, if not higher.
