What education do you have? Have you past any of the HR certifications such as PHR or CEBS? If you do not have a college degree in HR, I would suggest passing one of those two certifications. That way it puts some book knowledge behind the experience.

If you already have the book knowledge, this advice is worthless *Ü*

You might also consider getting different experience if you have been with the same company for 3 years. If it is a small company, maybe look towards larger companies. If it is a large company, look towards smaller companies. I actually know of quite a few companies that are looking for an HR manager rather than assistant but that are small so that person would be the only one in HR. That is the type of position I have and I love it. I pretty much do the full spectrum of HR.

When I worked for the HR Consulting firm, we used to laugh that the only way to get a promotion from assistant to manager was to leave that HR firm and go to another one and then come back in a few years! Sometimes your current employer either doesn't have a promotional spot or doesn't see that you could grow to it.

I agree to rrupert's view. Also i would like to say that designation matters the least. Important feature being a manager is to be efficent in all the three aspects of HR i.e. IR (Industrial relations), P&A (Personnel & administration), Core HR. The working hands experience in all these aspects will add to your resume & will lead you to a good opportunity as well.
