I am an HR professional from India and I have still not found a job in the US yet. I have tried mailing my resumes to consultants, job network groups, company websites, career builders, etc but nothing is working out. I was planning to take up the PHR exam in December'08, but my friends advised me to learn SAP HR. I am all confused and I don't know what to do. Also, whether these certifications would help me find a job??..since I have been told by multiple companies that I am already over qualified (MBA in HR) for the HR jobs here. Please help me. Thanks.

I think you have several problems here. First is that we have many HR people here in the US including those with a PHR. Competition for good HR jobs is quite fierce. Second, it's not a good thing if you're applying for jobs from India. The interview/relocation time and costs make this prohibitive when we already have so many HR professionalls.
IMO, the PHR will help but not very much. You may be better off with the SAP HR certification. The SAP HR may allow you to explore options with contracting companies in India who provide technical talent to the US on temporary visas. And getting here in the first place would be at least half the battle.

I am sorry I should have mentioned in the post in detail that I am already in the US. I have the EAD (employement authorisation document) too which enables me to work for any organisation in the US. When I stated that I am an HR professional from India, I meant I have studied in India and I have had 3 years of work exp in India. I came here last year and I have still not found a job. Most of them tell me that I am over qualified for the jobs, so in case I study further for PHR, I am not sure if it would help me find a job. As you suggested probably SAP HR would help me. Thanks for ur inputs.

Since you're already here, by all means get the PHR. It'll give you an advantage over the large number of HR people who don't have it and it tends to show that you're serious about a career in HR.
The downside to SAP HR is that you may find the transition from IT implementation into a real HR job difficult. I only recommended the SAP HR to help you get into the US, but since you're already here then I believe the PHR will be the better choice.

thanks again, but my doubt is even after learning PHR would they consider me for an HR job here since I have 3 years of HR exp in India? Since these people say that I am already over qualified for these jobs, do you think that PHR would be an hindrance or would it help me fetch managerial jobs?

I would cross managerial jobs off your list right now. As you say, your experience is in India and the laws/customs/practices will be very different. Were I you, I would get the PHR and then try to get an HR Rep job with a large company known for very good HR management.

Have you had anyone review both your resume and the cover letter you are using to attempt to obtain interviews?
There is a definate "art" to this so you would be wise to do this.
If you are willing to take the "abuse" send it to me and I will "redline" it.
