I want to run a project on this issue in our company. we do not have clear career path for HR staff and mostly they are doing general plus specialized jobs. In this regard I have following questions

HR generalist or specialist?!

I want to run a project on this issue in our company. we do not have clear career path for HR staff and mostly they are doing general plus specialized jobs.
In this regard I have following questions in mind:

1. How we can define clear lines for this two paths?
2. How we should develop a career path for HR staff to be able to choose either of ways for their career?
3. Sometimes people in each field become bored with their functions and want to move from generalist to specialist or from specilaist to generalist. How we should deal with this situation?
