Our company uses a 3rd party SaaS application for recruitment, employee performance and compensation. We are also considering an eventual move of employee learning/development and workforce planning from self-host to a SaaS model. As SaaS becomes more and more popular in the delivery of talent management functionality, are you seeing any trends in your organizations to suggest that this migration to 3rd party SaaS systems could drive IT expertise closer within the HR organization? Is a role evolving within HR for an expert who has knowledge of both the HR processes as well as the IT systems which support those processes?

What you're talking about is HR Information Systems, regardless if they're SaaS or resident programs. And yes, many large organizations have HRIS specialists who have expertise in both HR and IT, but again independent of SaaS considerations.
