What is the typical approach toward verifying that the applicant actually IS who they say they are, and that the identity information is real? If the SS# is off by one number, or the spelling of the name off by one letter, the criminal history is not brought up.

If the applicant gives you a social security number how would you know if it is off by one number? It either matches or it doesn't.

If the spelling or number or DOB do not bring up their records go back to the applicant and ask them to reverify the information.

Remember if you hire them, the I-9 process and the Social Security matching process shuld flush out any irregularities.
