Perm to Temp in China: Manpower Inc. says it is the first foreign staffing company to obtain licensing to operate in China. The Troy, Michigan-based company received the privilege as part of a government-run pilot program launched in Shanghai. China is enacting new labor laws to regulate the temporary staffing industry, which is part of a plan to help Chinese companies seek out and recruit talent. Manpower has been providing permanent staffing services in mainland China for about 13 years. In addition to Manpower, six Chinese staffing firms also were granted operating licenses.
