According to Kennedy Information, demand for HR consulting continues to expand in 2008. Employers seek HR consulting services as a result of such factors as the enactment of the Pension Protection Act, FASB revision of procedures for retirement plans, benefit communication needs, HR transformation efforts and increased challenges in attracting and retaining employees, according to a Kennedy study, "HR Consulting Marketplace 2007-2011: Key Trends, Profiles and Forecasts."
